We will start this module by familiarizing ourselves with International Humanitarian Law and the mandate of the International Committee of the Red Cross (ICRC). This directs our gaze to places that are riven by war. The vast majority of these wars are fought, at least to some degree, by insurgencies. As unrecognised and/or proscribed entities, these non-state armed actors have an ambiguous position under international law and this conjures up many conceptual, ethical and practical questions.
